Why we exist

We started with a simple belief

Breakthrough Behaviour was founded in Canberra by Adam and Gracie who had seen, time and again, how transformative the right support could be — and how devastating it was when families and clients couldn't access it. We set out to change that.

We believe that behaviour is communication. When we take the time to understand what a person is trying to tell us — through their actions, their reactions, their environment — we can build support that actually works. Not just on paper, but in real life.

We also noticed that many NDIS providers stick strictly to their scope of support — but we believe in going further. We step up as genuine advocates for our clients and their families in every way possible, because great support doesn't stop at the edges of a service agreement.

Today, we work with NDIS participants of all ages and support needs across Canberra and the surrounding region. Every plan we write, every session we deliver, and every family we train is guided by the same commitment: to help every person thrive.

We are committed to the NDIS Practice Standards and the rights of every participant. We never use restrictive practices unless absolutely necessary, and always with proper authorisation.

Executive Director

Hi there! I'm Gracie, Co-Director of Breakthrough Behaviour. My career began (and where I first met Adam) in the disability sector, where I worked as an Operations Manager before joining the NDIS within the Australian Public Service. During my time with the NDIS, I trained new staff in plan building and supporting positive outcomes for participants. I also stepped into a leadership role within the NDIS COVID Crisis Support Team, helping coordinate urgent supports and funding for participants and their families during a particularly challenging time.

Today, I have over seven years of experience across government operations, policy, team leadership, and governance roles. My full-time profession is in Physical Security — a role that is challenging in so many ways and something I never thought I would do! These skills play an important role in strengthening Breakthrough Behaviour's governance, compliance, quality systems, and strategic direction.

At Breakthrough Behaviour, I oversee operations, policy development, quality assurance, and all the behind-the-scenes work that helps keep the organisation running smoothly. I also have the important job of managing my co-director, Adam — both professionally and as his wife — which means keeping the business (and Adam!) organised, accountable, and heading in the right direction.

Outside of work, I have a passion for Muay Thai and have been training and coaching for the past five years. I love spending time with family and friends, staying active, and being involved in the local community. While I continue my career within the Australian Public Service, I am deeply committed to ensuring Breakthrough Behaviour delivers high-quality, person-centred services that make a meaningful difference in the lives of the people we support.

Hi there! I am Adam Toohey, a dedicated and passionate Behaviour Support Practitioner. Since 2020, I have worked alongside children, adolescents, and adults with complex support needs across a range of settings, including homes, schools, community environments, and therapeutic services.

My passion lies in providing practical, face-to-face support that creates meaningful change in people's lives. I enjoy being out in the field, building genuine relationships with participants, understanding their unique circumstances, and helping them develop the skills and confidence needed to achieve their goals.

Throughout my career, I have supported individuals experiencing a wide range of behavioural, emotional, developmental, and psychosocial challenges. I believe the most effective support comes from understanding the person behind the behaviour and working collaboratively with families, support teams, and stakeholders to create positive and sustainable outcomes.

My professional experience includes behavioural therapy, mentoring, capacity building and community access. I am SoSAFE trained and a registered Behaviour Support Practitioner with the NDIS. I am particularly passionate about supporting individuals through periods of transition, helping young people build resilience, and empowering participants to increase their independence and quality of life.

Outside of work, I am fortunate to share both life and business with my beautiful wife, Gracie, who is the Co-Director of Breakthrough Behaviour and, unofficially, my manager! In my spare time, I enjoy training, playing video games, and spending quality time with family and friends.

I am passionate about making a genuine difference in the lives of the people I support and believe that strong relationships, consistency, and practical strategies are the foundation of meaningful and lasting change.

Hey, I'm Jessica but you can call me Jess. I'm a Behaviour Support Practitioner who's passionate about trauma-informed, neuroaffirming, and person-centred support. I've worked across disability, domestic and family violence, and youth settings, and I care deeply about helping people feel safe, understood, and empowered in their daily lives.

As a neurodivergent practitioner, I bring lived experience into my work and understand firsthand the challenges of feeling different to others — navigating the symptoms of neurodiversity in settings that do not accommodate, and being wrongfully treated by others. My goal is to ensure that my clients are treated respectfully and that we honour their strengths rather than trying to "fix" who they are.

In my work, I develop behaviour support plans, safety plans, and reports, and I enjoy collaborating with families, support teams, and other professionals to make sure everyone feels supported and on the same page. I've supported people with a wide range of needs, including complex trauma and behaviours of concern, and I always aim to bring warmth, clarity, and respect into every interaction.

Whether I'm working face-to-face or remotely, my goal is always the same: to create a space where people feel heard, respected, and supported. Outside of work, my hobbies include crafts, reading, walking, and spending time with those who are important to me — which of course includes my animals.

NDIS registered & fully qualified

Breakthrough Behaviour is a registered NDIS provider, regulated by the NDIS Quality and Safeguards Commission. All our practitioners meet the NDIS Practice Standards and hold the required qualifications and clearances to deliver specialist behaviour support.
